NEC Scholarship Manipur 2026-27: Registration, Eligibility, Process

0

The NEC Scholarship is an important higher-education support scheme for students from Manipur and the other North Eastern states who pursue recognised diploma, degree, postgraduate and research programmes in India. Officially known as the Financial Support to the Students of NER for Higher Professional Courses, or NEC Merit Scholarship, it is administered by the North Eastern Council under the Ministry of Development of North Eastern Region. The scholarship is merit-based and is designed to help eligible students continue professional and higher studies without making the benefit dependent on caste, religion or gender.

For the 2026-27 academic year, applicants need to note an important change in the current National Scholarship Portal listing. As of September 2026, the NEC Merit Scholarship is displayed for renewal applications, with the renewal window open from July 15, 2026 to October 31, 2026. A fresh-application window is not currently shown on NSP for 2026-27. Therefore, students from Manipur who are already NEC scholarship beneficiaries can follow the renewal process, while new applicants should not treat older fresh-application dates as valid for this session unless a fresh window is officially announced.

Who Is Eligible for the NEC Scholarship?

The core eligibility conditions are set by the North Eastern Council. For a Manipur student, permanent residence in the North Eastern Region is the first requirement, but residence alone does not guarantee selection. Academic performance, family income, course status and verification also matter.

  • The student must be a permanent resident of Manipur or another North Eastern state.
  • The student should be pursuing an eligible diploma, degree, postgraduate or M.Phil./Ph.D. programme in a Government-recognised institution in India.
  • The annual income of the parent or guardian from all sources must not exceed Rs. 8 lakh.
  • For the relevant qualifying examination, the student should have secured at least 60% marks in aggregate under the scheme rules.
  • A fresh scholarship, when available, is considered in the year in which the student begins the eligible course. Subsequent years are handled through renewal.
  • The applicant must not be receiving another scholarship or financial assistance from another source while availing the NEC scholarship.
  • Sponsored candidates in full employment and working or in-service candidates are not eligible under the scheme.
  • The scholarship is available for studies in India and does not cover an internship or practical training period by itself.

Minimum Marks Required

Level of StudyQualifying Requirement
DiplomaMinimum 60% in HSLC/HSSLC or equivalent recognised qualifying examination
DegreeMinimum 60% in HSSLC/Senior Secondary or equivalent recognised examination
PostgraduateMinimum 60% in the qualifying degree from a recognised institution or university

NEC Scholarship Amount

Under the current NEC scheme guidelines, the scholarship rate depends on the level of study. The same prescribed annual rates apply to fresh and renewal cases covered by the rules, although the rates may be revised by NEC in future.

Course LevelScholarship Amount per Year
DiplomaRs. 20,000
DegreeRs. 22,000
PostgraduateRs. 25,000
M.Phil./Ph.D.Rs. 30,000

Manipur Allocation Under the NEC Scheme

The NEC guidelines provide a normative allocation of 192 fresh scholarships for Manipur: 18 at diploma level, 120 at degree level, 48 at postgraduate level and 6 for M.Phil./Ph.D. This is a scheme-level allocation and should not be confused with a guarantee that fresh applications are open in 2026-27. NEC may also increase or decrease the number of awards depending on funds and the approved allocation.

Documents Required for NEC Scholarship

  • Permanent Residential Certificate (PRC) issued by the competent authority in Manipur.
  • Income certificate issued by the competent authority.
  • Details and marksheet of the qualifying examination.
  • Bank account details; the account should be in the applicant’s name and should remain active for DBT.
  • Aadhaar and One Time Registration (OTR) details as required on the National Scholarship Portal.
  • Previous examination marksheet or pass certificate for renewal applications.
  • For M.Phil./Ph.D. applicants, the research synopsis/progress documents required under the scheme and NSP rules.
  • Any additional document requested by NSP, the institute or the state verifying authority.

How to Register for NEC Scholarship Manipur 2026-27

Since the live 2026-27 NEC listing is presently for renewal, the practical process below is most relevant to existing beneficiaries. NSP requires One Time Registration before a scholarship form can be submitted.

1. Complete or retrieve OTR: Open the National Scholarship Portal and complete the required OTR process if it has not already been generated. Existing beneficiaries should avoid creating duplicate identities.

2. Log in to NSP: Use the student login for academic year 2026-27 and authenticate with the required OTR and account details.

3. Select the NEC Merit Scholarship renewal: Choose the scheme titled Financial Support to the Students of NER for Higher Professional Courses (NEC Merit Scholarship) under the North Eastern Council/DoNER listing.

4. Check pre-filled and current details: Verify personal details, Manipur domicile information, institution, course, year or semester, income information and bank details carefully.

5. Upload the required renewal documents: Provide the previous examination marksheet/pass certificate and any other documents requested by NSP. Research students may need the prescribed progress report.

6. Submit before October 31, 2026: Review the application before final submission. Save the application ID and acknowledgement for tracking.

7. Follow verification status: The institute performs the first verification and the nominated state authority performs the second. Respond promptly if the application is marked defective or returned for correction.

Renewal Rules Students Should Know

Renewal is not automatic. An existing beneficiary must submit a renewal application every academic year and satisfy the continuation conditions. The student should have passed the relevant year or have been promoted to the next semester or year. A student promoted despite some pending papers may still be considered where the scheme conditions are met, but backlog papers pending for more than one year can make the student ineligible for further scholarship.

The NEC rules also treat continuity seriously. A break in scholarship can affect further renewal for the same course, except in certain medically supported cases considered under the rules. Renewal is generally not entertained when a beneficiary changes the subject of study after availing the scholarship for the earlier course, or changes the institution during the course.

How Selection and Payment Work

For fresh awards under the scheme, selection is based on merit among finally verified applications and the state/course-level allocation. Marks in the qualifying examination are the principal basis for the merit list, and lower family income is used as a preference where candidates are tied. The NEC rules do not provide a separate reservation quota based on caste, religion or gender for this scholarship.

Once an application is approved, the scholarship is paid by Direct Benefit Transfer to the verified bank account. Students should use an account in their own name, preferably linked with Aadhaar, and keep it operational throughout the scholarship tenure. A technically successful scholarship approval can still face payment failure if the bank account is closed, inactive or incorrectly mapped.

How to Check NEC Scholarship Status

  1. Open the National Scholarship Portal at scholarships.gov.in.
  2. Use the Student login for academic year 2026-27.
  3. Open the submitted application or scholarship status section.
  4. Check whether the application is submitted, verified by the institute, marked defective, verified at the state level, approved or sent for payment.
  5. If the form is marked defective, read the remark carefully and correct it within the permitted verification window.

Important Points for Manipur Students

  • Do not confuse the NEC Merit Scholarship with the Manipur state Merit Scholarship for Class X and XII students; they are different schemes with different eligibility and application rules.
  • For 2026-27, NSP currently shows the NEC scheme for renewal. Do not submit personal data on unofficial websites claiming that a fresh NEC form is live unless NSP or NEC announces it.
  • Make sure the institution is registered on NSP. Applications that cannot be verified because the institution is not onboarded may not be considered.
  • Keep copies of the PRC, income certificate, marksheets and acknowledgement even after submission, as original documents may be requested during verification.
  • For scheme-related clarification, NEC guidelines list the Director (HRD&E), North Eastern Council Secretariat, Shillong, with contact number 0364-2522674.
